Consultation - 2025 Hospitality Levels 2&3 Qualifications Review

Consultation has now closed and the reviewed qualifications have been submitted to NZQA for evaluation.

Ringa Hora Services Workforce Development Council invited your feedback on the proposed changes to the reviewed Hospitality qualifications by Friday 3 October 2025.  

The proposed changes are relatively minor and retain the intent of the current versions of the qualifications, while ensuring they remain relevant, inclusive, and aligned with industry needs. 

Below are links to the draft reviewed qualifications and a summary of the proposed changes.  

Level 2 Hospitality qualification (2108 v3 draft) 2108 v3 – draft for consultation Sept 2025.  

• The intent of the current version of the qualification has been retained, with a few minor proposed changes  

• Customer service is now specified in GPO2 (applying basic skills).  

• General conditions for programme additions include incorporating literacy, numeracy and digital skills, sustainability awareness, Te Tiriti o Waitangi and Māori values 

Level 3 Hospitality qualification (4366 v2 draft) 4366 v2 – draft for consultation Sept 2025. 

• The broad intent of the current version of the qualification has been retained, with a few proposed changes  

• GPOs 1 & 2 combined – contextualised transferable skills  

• Leadership qualifications added to education pathways, and employment pathways broadened to include roles in aged care accommodation facilities   

• General conditions for programme additions include an expanded definition of hospitality workplace, incorporating literacy, numeracy and digital skills, sustainability awareness, Te Tiriti o Waitangi and Māori values. 

Level 3 NZ Certificate in Accommodation qualification (2103 v3 draft) – 2103 v3 – draft for consultation Sept2025.  

• Portering strand proposed to be discontinued; Housekeeping strand retained  

• Reception strand expanded to include Guest Services  

• Strengthening the accommodation focus, and reflecting guest service aspects  

• Inclusion of aged care accommodation facilities, and addition of business leadership qualifications in pathways  

• General conditions for programme additions include incorporating a broader definition of commercial accommodation establishments, and mention of literacy, numeracy and digital skills, sustainability awareness, Te Tiriti o Waitangi and Māori values 

Proposed expiry of two qualifications 

There are two hospitality qualifications proposed to expire due to low or no use in the past five years.  

• New Zealand Certificate in Hotel Reception (Level 4) (60 credits) [Ref: 2111] 

• New Zealand Certificate in Hospitality (Advanced) (Level 5) with strands in Accommodation, Food and Beverage Service, Catering Services, and Quick Service Restaurant Services (60 credits) [Ref 2109]
